Can't rename computer accounts

Well someone in my new company said they did something to the domain and now he cant change any computer names. I figure it is something in group policy any ideas?
 
1. If this is Domain Controller, you can't change the Computer Name by selecting Network ID and this is by design.
2. If this is member of the domain or workgroup computer, you don't have permission to change the Computer Name.

Two places to look.
- Default domain policy (GPO), user rights assignment (don't remember the exact path) -> add workstations to the domain.
- Is he a member of the account operators group. Adding an account or other group to this built-in group also allows for the creation of user accounts (FYI)
 
It is workstations in the domain. I will check the GPO.
