Can't register .ocx

I have a vb app that installed fine on several win98 machines. I tried to install it on a box that I just built from scratch. Win98 and drivers installed fine. However I can't install this vb app on it. It's saying that it cannot register one of the ocx files.
There was a posting a while back that mentioned something about editing the .lst file before running the installation. I know because I did it before on another app. If anybody can help please help
