Can't pickup call with headset & handset lifter

Just received my new Plantronics CS70 wireless head set and HL-10 handset lifter for my Meridian M7324 phone
With headset connected the only way to answer an incoming call is to hit the ringing line number or the handsfree or intercom buttons - lifting the receiver does not pick up the call
It was the same with my wired headset
With the headset not connected picking up the handset would pickup the incoming call but with the headset connected it would not.
This makes the handset lifter useless for answering calls

Is this a programing problem?
Tried messing with the handset capabilities settings but could not get it to work

It could be any line or a tranfer or a in house call
