Can't move or resize an active desktop item

We use our intranet as the background wallpaper throughout our network. Normally this is very simple, I add the site, maximize and lock it in place, but I have one machine (Windows XP Pro SP3, IE8, Office XP) that only allows me to add and remove the web site but I can't seem to unlock, maximize or move.

I go to Display Properties window and uncheck the "Lock desktop items", it doesn't unlock it. Nothing I do will allow me to move or resize the window. I can Delete and Add it just fine, I can scroll or highlight within it, but I can't figure out how to move or resize it.

For troubleshooting I have deleted and recreated the profile, tried several register fixes, went from SP2 to SP3, but nothing helps.

Can anyone think of any reason why, or better yet a fix, at this point I don't care why

Some general things to try.

Try Safe Mode with Networking (Do you have this problem in Safe Mode?).

Try running ChkDsk to check your drive for errors. Right-click your Drive icon/ Properties/ Tools/ Error Checking. Select both boxes.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.

Yes I googled the hell out of it and I did see the link to your first post.

As you can guess, that did not work.
