Can't Make A New Connection

I am running Win2k and I am trying to set-up a VPN connection. In the "Network Connection Wizard", I only get 2 choices:
1-Dial-up to the internet
2- Accept incoming connections
All the other options are grayed out. I need to get access to "Connect to a Private Network through the Internet".
I am using a Linksys 4-port router BEFSR41 with a cable modem. I am also using a static IP Adress.
Where do I go from here.
IP Address. . . . . . . . . . . . : 192.168.1.5

Subnet Mask . . . . . . . . . . . : 255.255.255.0

Default Gateway . . . . . . . . . : 192.168.1.1

DNS Servers . . . . . . . . . . . : 68.39.224.5
68.39.224.6
 
I tried it but it still does not work.
When I edited the registry, under "telephony", i could not find the string cards/next.
