If I look at the Radeon 9600 driver resources in either W2K or XP, it shows I/O range C000 - C0FF as unavailable. The Via CPU to AGP controller shows C000 - CFFF as in use. The problem is not with the video card as I have used two known good ATI brand Radeon 9600 Pro cards in this motherboard and neither will install. The mother board is a BioStar M7VIT Pro. I don't think this is BIOS version issue but maybe you know better (I am within a rev. or two of current). I have messed with the bios settings and even reset my bios settings to default, nothing helps. Any ideas?
