Cant get my server 2003 to accept connection from internet

I can't access nor get the server to serve request to IIS I can access it on the 2nd NIC with a Private IP only. MS Firewall is off, and I have tested the Public IP on a different MS server 2000 box.
Can anyone suggest a setting on Server 2003 that I have missed that is blocking a connection from the internet.

Where is the server located (internet, DMS or private network?). Unless it's sitting in the subnet assigned by your ISP, you'll need to create a NAT translation from public to private and assign a private address on the NIC of the server.

 
server behind our ISP's firewall. I have tested that the firewall is letting connections through as I tested this IP on a different server. As such i am assuming that it is an OS setting that is blocking the connections.

Yes. i have two web developers that have looked at that also. PcAnywhere can not access it either. Although i can access it from another server on teh same private network. This points to a firewall issue but we have looked at this inside and out. Could the Ms firewall be faulty and be preventing access? is there a way to trace what is hitting that NIC? That is why we thought it must be Server 2003 security that might be blocking it.

one last thing, one guy swears PcAnywhere was working on it two weeks ago. The server froze so we rebooted it and had to go on site to set PcAnwhere to listen for connections. Almost as if it forgot its previous settings. I can't confirm that this was working before but thought I would throw it out there is case someone has seen that before.

Thanks for all the replies. Seems it is a HW issue. I switched the NICs on the server and it worked. Strange, it can always go out but stops accepting connections. Usually after a reboot. If I reboot or switch them again it starts working again. Dell is swapping them out so we'll see if it fixes it.
