ok im not sure if this is the programme or the server, but ive noticed on the last 2 web sites i have develpoed, it wasn't a problem on the first as it was free hosting package so thought it was that, but ive just started another one and are having the saem problems, all the sits b4 that where fine, i dont think ive changed anything, any ideas

Try dragging and dropping the files from your site to the server location you want them in.

thast what ive been doing, however it either freezes or times out, the html files go though just fine

Try checking the names of you image files, make sure that they are named properly according to Golive, like no extra periods or maybe even dashes. use underscores if you have to. Also if you're NOT using Golive's FTP, check to make sure that you're uploading in BINARY format, not ascii. that may be why your html files are ok but not your images.
