Can't get 1 gb connection

I have a dell server that connects at 100mb when plugged into the wall outlet, yet when I plug a cable directly into switch it changes to 1 gb. I have tried several different outlets and same problem. Why can't it connect to the server through the outlet at 1 gb? Cable is Cat5e and run is only 3 feet,cabinet is next to patch panel rack. Is there anyway to test outlets without spending thousands of dollars for a tester? I have tried a regular cable tester and all lights are good. Any ideas or suggestions?
 
100 Meg needs 4 wires (2 pair) gig needs 8 wires (4 pair) so right up front there is that difference, it also pushes more data through each pair, so it is possible the wire in the wall is not as good as your patch cable above 100 Meg. Very few cheap testers will detect wire good enough for 100 meg but not for gig. but they will test 4 wire verus 8 wire

Your wiring to your wall jack doesn't meet spec. Even if you test it, odds are you will have to have a new line run and jacks installed appropriately. Something else to consider is distance. The run from the closet to the wall jack should not be greater than 90 meters, and from switch to workstation the distance should not be greater than 100 meters. Then even if you get a connection at 1000 MB check your switch ports to be sure you are not incurring errors.
 
Another thing to consider is short runs. I've been reading the runs less than 35m have problems passing the FEXT and PSFEXT requirements. I haven't heard if it's enough to force a link down to 100mb. Can you turn off 'auto-negotiate' on the equipment and force it to do 1gig?

Isn't Gigabit supposed to be run on Cat6 wire?
