Can't ftp from Windows Explorer

I went to download a file today and I can't seem to get Win Exp to down load the file. Here's the facts.
Using Win XP Home with SP 1
Using Macfee Virus Scan, Personal firewall, privacy service, and spam killer. I've tried downloading with all of the Macfee software disabled - no luck
I also went into the personal firewall and enable the ports 20-21 for file transfer transfer protocol.
Within the browser, in internet options I've got the security set to the default medium. Under privacy I've got that set to the default medium-high and under advanced tab I've got the setting on the default....I'm stumped...can anyone help?


When I go to download a file I get the standard "The page cannot be displayed" when I go to ftp://ftp.epson.com/drivers/epson10001.exe
This is pretty standard response for any site I tried to download a file from.
 
Has this worked for you before?
Can you disable thr firewall completely then check then?
We can at least rule that out if it doesnt make any difference.

Yes....tried that with the folks at Macfee. My thoughts are that it is some Java or Active X control that is blocked.
