Cant forward group night service but can through dialing directly

I'm having some issues with the night service forwarding.
I was able to forward externally by dialing the night service hunt group but if I set the main hunt group to night service, it would just keep on ringing.

Inhibit Off switch / forward is turned off.

How the logic I think it should work,
Caller dials into the number -> hits main hunt group that is currently fall back to night service ->night service hunt group with phantom forwarding

Am I missing something here?

start testing by dialing the user directly, then the night group then the main group
it breaks somewhere, find out where

Phantom HG is checked

Dialing phantom, night group and main group all forward internally but not wont forward calls from externally.
So it would be something to do with external calls,

Checked the sysmonitor and found this coded in red,

By the way... You can also set an external night service fallback target as well since 9.1 (I think). No need for phantom group and phantom user.
