Can't force password change

I have a Windows XP computer that I an trying to force a password change every 60 days. I keep getting the message:
"your password expires today. Do you want to change it now?" which will let me bypass the change if I say no.
How can I force the change?

If you answer "no" on the nth day you can still log on. But what happens at day n+1?
 
It still says "your password expires today. Do you want to change it now?".
I have changed the date for testing, and the same thing keeps coming up.

Below are the setting that I have set:
AdministrativeTools\LocalSecurityPolicy\SecuritySettings\AccountPolicies\PasswordPolicies\EnforcePasswordHistory\(3)
AdministrativeTools\LocalSecurityPolicy\SecuritySettings\AccountPolicies\PasswordPolicies\MaximumPasswordAge\(60)
AdministrativeTools\LocalSecurityPolicy\SecuritySettings\AccountPolicies\PasswordPolicies\MinimumPasswordLength\(8)
MyComputer\Manage\ComputerManagement(local)\SystemTools\LocalUsersAndGroups\Users\(RightClickOnAUser)
 
Is this a workstation connected to a domain with policies?

If so, change the policy to your specs and try again.
 
No, it is not in a domain, it is a workstation in a worksgroup. There is no Active Driectory involved.
