Can't disable DCH on Option 61C

I've got a PRI Loop with all the ports in MBSY state and no alarm. I'm trying to disable the associated DCH so I can disl/enll the PRI loop to see if it comes back up.

When I try to disable the DCH, nothing happens. No error message, nothing. STAT DCH still shows:
DCH 000 : OPER AEST AUTO DES : LOCAL-SWBL-12

Is there a way to force it down?
 
What happens if you try to enable it then try disable?
 
So we are not making incorrect assumptions, in what load are you trying to disable the DCH and what command are you using?

DIS DCH 0


When I try to enable it, I get:

ENL DCH 0
DCH039

err dch039
Invalid DCH state for enabling the link.

Severity: Info
 
Well...

That worked to get it disabled. Now when I try to re-enable it, I get:

DCH: - DISABLE INDICATION TIME: 12:44:16
REASON - **(00000086 )
 
If it's a TMDI then I would do a download on it.
 
Do you have the LD and the command for that?
 
LD 96 is also for the TMDI commands
