Can't dial 911 or 9+911 in Option 11

We just recently cut over to a new PRI and in our testing discovered we can't dial 911 or 9+911, either receives a fast busy. Telco was watching the circuit and never saw the call come across, so I have to believe these are not programmed in the Option 11. Not having a clue to the programming, what can I look for and what would need to be programmed?

This is the abbreviated version.

LD21 - Identify the Trunk Route you want to use for 911
LD86 - Create a Route List and reference the the Trunk Route from step 1
LD90 - Add SPN 911 and reference the Route List from step 2.

It's probably programmed but when you cut over to the new PRI you probably disconnected the trunks it was using. This could be programmed as an SPN in LD 90 or in the ESA data block in LD 24.
