Can't deploy language to 9621

Hi Folks,

Trying to deploy German as a language option to an Avaya 9621 (and 9641) but struggling.
No matter what I do the language option does not show in the menu.
Under SETTINGS96X1H323 I have set:
SET LANG1FILE "mlf_S96x1_v107_german.txt"
This is the language file downloaded with the release of fw I am deploying, I've tried 3 fw releases now with the same results.
Must be missing something obvious but can't seem to figure this out...

Any thoughts?

If you see the phone pulling that file from the file server, it should have the language and you can change it in the menu of the phone.

You also have "SET LANG0STAT" at 0 or 1 for English to be off or on, and "set system_language" to set the default.

I can see the phone download the language file, SET LANG0STAT is set to 1 and the default language is set.
Still nothing, the menu option is not visible.

I'm stumped..
