Can't delete toolbar in Microsoft Outlook

I opened up Outlook today to find a toolbar at the top that I cannot get rid of.

On the lefthand side of the screen it has a BACK arrow and a FORWARD arrow. It has the word "Inbox".
On the right side of the screen it has a Microsoft Explorer browser drop down box.

There is no option to close it, and I cannot move it around like other toolbars.

How do I get rid of it?

View, Toolbars, uncheck 'Web'.

That's not the one.
It sits below the toolbars you can add or remove.

Hi,
Can you right click on the gray toolbar area where there are no icons and select or deselect Lock toolbar? I've had to do this to move toolbars in Outlook.
