Cant create public folder

OK here goes

My gaffer has just approached me to say that one of our users cant edit the contacts in the customer folder which is in the public folders!

i thought, simple, i will just go in to properties and change the sharing attributes of the folder so non administrators etc can edit the folder and add contacts etc!

however, nothing is ever straight forward and when i go on to the properties of the public folder and the customer folder it will not let me edit the properties!

i also tried to create a new folder within the public folder to be told that i do not have permissions to create a folder under this subfolder!

can anyone help me out here?

I'm assuming you have Create Public Folder rights in your Exchange Org? And if so, you are the Owner of the public folder you're having problems with?
 
It is a permissions issue for sure.
You can use PFDavAdmin to set the permissions if you can't do it through Outlook.
 
I managed to do solve this problem by changing the permissions of the folder in the exchange drive
