Cant create Exchange Mailboxes when creating new user account

I am unable to create an Exchange Mailbox when creating a new user account. The user account creates fine but never creates a mailbox.

Make sure that you are logged into your exchange server, then open up AD, right click on the newly created user, then go to exchange tasks...then create mailbox

May I ask how you are creating the mailbox? When I use a script, no mailbox is initialized until enable the account and send it an email!

How do the tabs of the user appear in Active Directory Users and computers?
