Can't complete transfer

I currently have 3 PBX systems, Astra, Nortel rel5 and Avaya CM5. The Astra are used for routing all main calls. There is an E1 link between the Astra and the Nortel, and a Qsig link between the Astra and the Avaya.
No direct link between the Nortel and Avaya, all get routed via the Astra.

When the Nortel receives a call from either the Astra internal or via Astra PSTN, you answer the call and now transferring it to an Avaya user, The Avaya phone will ring and gets answered, but you cannot release the transfer, and the transfer can’t be completed. The Avaya user puts the phone down, and the Nortel phone then takes back the original call.

However when transferring internal from Avaya to Nortel, and Nortel to Avaya all is working 100%.

I have tried all transfer setting but cannot get the issue resolved.

Sounds like your CDB is impacting the transfer attempt.

Trace your test calls in LD 80 to see if they are getting to the trunk. It may be the Avaya is not accepting the calls. If you temp set up a phone on the Astra, can you transfer to it? (I suspect yes) Do you have a way to see if the Astra is transferring from one trunk to another towards the Avaya? (again I suspect yes) which points again to if the Avaya is accepting the calls ...... Is there a way on the Astra (similar to LD 80 in the Nortel) to see if calls are going through and if any messaging is being sent back? Sorry, do not know Astra and it's capabilities at all.
 
Oh darn...back to the old electronic brain.
I noticed your TRMB is not default. It's set to NO.

Astra E1-->Nortel--->Astra E1---QSIG --->AVAYA
