Can't Change System Manager Admin Password

When we tried logging in to a v6.1 SMGR after quite a while we encountered a message saying that the login was "not enabled". We tried changing the password through the change password link but we only encountered an error message saying that the "password cannot be changed now" (please refer to the screenshot). We also tried to perform the steps stated in this document on page 30 (

however it seems some commands are missing.

Is there any possible way to reset the admin password or at least gain access again to the SMGR?

, the screen shot you have posted is the local logon have you tried the network login screen ??? ,
