Can't change password

I have a few rogue users that cannot change their outlook password. Just gives the message that "Windows password could not be changed".
These users connect to an Exchange server via DSL. All correct DNS settings are in place and everything else works fine. Password works ok, but when trying to change it, I get the error.

Its using Outlook 2002, and Windows 2000 or XP.

Anyone know something that is causing the problem??
 
Well as we know every company and environment is different,

What we have to do with remote folks because their password at boot up is really a "cached" password and isn't making a true network connection until the person is dialed in to a company network, is the following:

It cannot hurt anything if not applicable to your folks, what it does is allow them to boot up, hook up to cable modem, dsl or analag modem, then they log off, which keeps their internet connection alive. (normally it would drop them) Then when they log back in and go to hook up to the company network and it prompts them for their password - it will recognize that their password is expired and allow them to set a new one, or if not expired, will allow them to change theirs to a new one.

Edit HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon

Add value KeepRasConnections as a type REG_SZ Set it to 1

1)..Click {Start} then {Run}
2)..Type "regedt32" then Hit {Enter}
3)..Click {HKEY_lOCAL_MACHINE}
4)..Find key entry {Software\microsoft\Windows NT\CurrentVersion\Winlogon}
5)..Click {Edit} then select {Add Value}
6)..type "KeepRasConnections" on value Name and set data type as a type {REG_SZ} set it to "1"
7)..Click {OK}
8)..Close Registry Editor
9)..Reboot computer
