Can't change password on login

Hi Anyone

I have just created 3 new accounts and set the accounts to change password on login pretty standard right? well not exactly, The users get the error message they don't have permission to change their password ??? Anyone please before i go mad here. Thanks

Have you got any policies in place ? I am sure therer is a setting that allows or disallows users to change passwords.
Oh and check that the user can change the password in user mangler, just in case

No policies unfortunately and as regard the can't change password You can't have both policies active it brings up a popup screen so any more ideas ?
