I can logon successfully to the domain, but when trying to change network password get an error that the domain controller cannot be found. I can ping the pdc by ip and name. Checked ip, wins settings. Only running tcp/ip.

Perhaps "User cannot change password" has been set on your account?

The account is not locked and the user is allowed to change the password.

Hmm, when this account log on to the domain, does it have full access across the board? I mean can it view the browse list then access any machine you select? If so, does it prompt you for a username and password? If it does, then the local account name and password differs form the domain name and password. Set both to the domain and try again. This would prevetn a successful password change on the domain side. If not I have wasted good white space :) Just trying to narrow down your issue.
