Can't call International thru CFW on NI2 PRI

We just converted to NI2 with Time Warner and we have a phantom DN cfw to an international number. We receive a recording "can't be completed as dialed.We can make international directly but we had to insert 011 on DMI to get the call to go through. We can call forward to a local number fine.

Tried:
Changing call types in DMI
changing CLID (we receive CLID from the number calling from not the phontom number)

 
Does the NCOS on the phantom allow 011 calls?
Verify that you don't have a TGAR/TARG blocking the call.
Turn on your d-channel monitoring to see what is being sent.
 
NCOS not blocked
Dchannel messaging shows correct number dialed. The same number that is shown if you call international number direct. Call is not blocked at PBX.

This worked on ATT trunks prior to conversion to Time Warner NI2. Only call forwarded calls to an international number receive "can't be dialed" recording from Time Warner. It si like they are receiving other information on dchannel like it might be private.
 
Can you set your DCH monitoring to level 1 and post a failed and good call?

LD 96
.SET MSGI X MON 1
.SET MSGO X MON 1
(where "X" is your DCH number)
Then turn on messaging:
.ENL MSGI X
.ENL MSGO X

Make the call. Look for a message similar to this for each:
DCH 27 UIPE_OMSG CC_SETUP_REQ REF 000003AE TN 00001B98 CH 00000016 TOD 12:17:39 CK 23E96406

Alternatively, just turn on messaging like that and make two calls, one good, one bad, and post the results here... TW probably doesn't like the OCN. Also, what release is your PBX, and what type of CO does TW have? Are you patched?

The other thing I've seen is especially if you have IP trunking to site, but then at site the telco has a TDM gateway providing NI2 to your PBX. There's a timer that can cause call setup failure within the gateway. What happens is that on a call forward, the call setup to the international number takes longer, so the telco will cancel the redirected leg of the call. I had a site where the user's DN was CFW to a cell that was sitting overseas... internal calls to the DN CFW'd just fine. External calls redirected, and the call setup took too long, so the telco dropped it. They had to adjust a timer on their side.

Seeing the DCH trace in level 1 will help determine if this is the case.

Time Warner was seeing the call as redirect and now is disregarding the extra tag.
