Can't call forward out to foreign number? 1

It appears I cannot call forward to a foreign number

Okay sorry I dunno how I managed to hit submit twice.

I can do north american numbers, but when I try to enter a HK number, I get the busy tone when I hit enter/call forward.

under easy change do a key 4 nul then a key 4 cfw 31

I would also change the CLS value of FTTC to be FTTU....

easy chg = yes
