Can't answer call by just lifting handset

I'm most likely overlooking something, but I have a couple of people that are complaining that when they get an incoming call and they lift the handset they have to press the line button to answer the call.

What kind of incoming calls are they? Bridged, DID, Internal?

I remember we had trouble with bridged calls coming in and people not being able to answer them unless they pushed that line, but if these aren't bridged calls I'm not sure.
