Can't add new user/mailbox - Exchange error event 8231

i'm currently running windwos 2003 small business edition with exchange 2003. i recently had a un-expected shutdown on the system, and i believe it causes some file corruption to the AD or exchange. I can't add any more new user/mailboxes cause it'll give me an error 8007203A and something about Microsoft Active Directory - Exchange extension. Also, i've noticed numbers of application events with event id 8231, MSExchangeAL and description as follow: Permanent failure reported by policy group provider for 'CN=Recipient Policies,CN=NETSWITCH,CN=Microsoft Exchange,CN=Services,CN=Configuration,DC=Netswitch,DC=local':'MAD.EXE', error=8007203a. Taking provider offline.

i've searching for the errors, but i haven't able to find any solution to that. Any help would be appreciated.

i'm afraid simply reinstall exchange would wipe out all my settings, and most importantly my user's email. any suggest of how to do that?

try sticking service pack 1 over the top again and see if that cures it.
 
i've tried to re-apply the sp1 again, but it won't let me. it says it can't contact the active directory. However, all my current users are working fine with the exchange server. any other ideas? thank you
 
thank you for your suggestion, but i've tried to delete and re-create the Recipient Update service, but i still can't doesn;t work. Any other suggestions?
