Can't access Paypal's website

I can access everything, but when accesing PayPal, I get an error message. In IE it says "this page cann't be displayed".


In Netscape it says "the connection was refused when trying to connect to PayPal". The funny thing is that I can access the home page, but when clicking on anything on the page I get the error message.

I also tried to shut down Zone Alarm, but the problem is still there.

I read somewhere that by changing a file named hosts, that can help it. I don't have a "hosts" file anywhere in my computer. Any other solutions?
