Can't access my webserver from certain IP

I am having a strange problem. I can't seem to access my webserver from one particular location(IP). The IP block filter come to mind. I've call my ISP, they are not blocking any IP access. I've check the filter setting(flag file), it's not filterring any site.

Everyone else can access my site. Any idea?? Please help.
I am running IIS5.1

Are you receiving any error number in the web page?

Is it the ip or is it the computer?
Check the hosts file on the computer just to make sure, try to ping the webserver with ip address, try to connect using ftp etc..

 
I am not receiving any errs...it seems like it was working for just little while and them timmed out eventually.

I can ping it and see the returned IP just fine.

I can't use FTP, it is not allowed from the proxy server.
