Can't Access Mailbox 998

When I try to access mailbox 998 to make changes it says "You cannot access this service, Thank You for calling" and then hangs up. Any ideas on ways to fix this or around it would be greatly appreciated.

It may not be setup for phone access. You will have to set it up with the pc tool

Not familiar that, connect like I am going to program the voice mail, is it in there somewhere?

Thank you for your response, when you say "You will have to set it up with the pc tool" do you mean this is done in programing of the voice mail by connecting a computer to the voice mail?

The newier voicemail have a programming tool for the pc and is connected by usb
