Canon USB scanner isn't recognised

I've bought a Canon 2400UF scanner but no matter what I do XP just won't recognise it, even though it's supposed to be supported. By this I mean that the scanner will be plugged in correctly but I don't even get the Add New Hardware Wizard and the device is nowhere to be seen in Device Manager, yet power is reaching the scanner as its lights are on.

Before I go back to ask for a refund I want to make sure I've done everything possible to get it to work. Here's what I've tried:

*BIOS - USB/USB2 host controllers are both enabled
*I tried enabling USB Legacy too but it made no difference
*All USB controllers and hubs are enabled and working properly with no conflicts in Device Manager
*Took off the tick for allowing PC to switch off USB to save power, added tick back in as made no difference
*Tried different USB cable
*Tried plugging in before starting PC and plugging in after starting PC, to no effect
*Tried it in each USB port (3 places on my PC). Other devices work fine in these ports so don't see how the ports themselves can be faulty (the PC is only a couple of months old too, and is high spec P4 3.06ghz)
*Tried it under 2 partitions at home - XP Home and XP Pro, also took it to work and tried it on my work PC (totally different brand/spec etc) which is XP Pro - STILL NOTHING

I shouldn't have to do all this to get a USB device to work, especially when I've not had problems with my digital camera, modem etc! Is there anything else I can try or shall I just admit defeat and get my money back?

This may be a dumb question but I'll give it a shot. Most Scanners have 2 power adapters, have you checked to make sure they are connected properly? Other than that, you have done a great job of troubleshooting, replace the beast.
 
This one just came with a USB cable and a cable with a plug at one end (ie power supply) and yes, both are pushed into their respective slots (I've pushed them in and pulled them out several times!).

The other things I did was try the New Hardware Wizard and Camera & Scanner Wizard but neither recognised that any new hardware was attached and neither would let me select the driver either.

USB can be finicky.. try this.. Remove everything to do with the scanner: drivers, software etc.. also, unplug the scanner from the system.. Now, reboot and let Windows open..

Now, istall the drivers and operating system for the scanner.. DON'T plug it in yet..

Once that is done, shutdown the system.. Now, plug the scanner into the USB port and fire up the system.

USB may be plug and play but most scanners are not. May want to look for updated drivers if the manufacturer has a web site. I would not use the XP wizard, Microsoft is lousy at making scanner software. Some scanners that ran in 98 do not work in XP.

I downloaded XP drivers from Canon yesterday but although the initial installation said everything went OK it obviously didn't because I was then told I couldn't install software before I'd installed the drivers, which is what I'd tried to do!!!

SESaskDFC - I couldn't remove "drivers, software etc" as my problem is that I can't install any because the scanner just isn't recognised in any way, shape or form. I re-booted countless times, trying all different things, to no avail.

I spoke to Canon this morning and they said they had about 5 people ring up about this scanner yesterday alone! They've told me the problem must be with the scanner, not my computer (seeing as it's not recognised on my work PC either) and have advised me to return it, so that's what I'll be doing because I've had enough aggro with it!
