Cannot view in preview pane, headers not downloaded

I have a user who occasionally gets an email he cannot view in the preview pane. when he double clicks the msg to open, forward or view options, it gives an "unknown error" message.

When i try to print it, it gives the message "unable to download headers".

He has Outlook 2003 and SP3. Is this an issue with the exchange server? Help!!

I would rename the OST and do full synch.
Other details would help - attachments on emails he cant open, is download Full Items checked, etc.
