Cannot shutdown NT computer

NT 4.0 Sp3 Logged on as administrator. Get message "you do not have permission to shutdown this computer" trying to shutdown. Verified that administrator has shutdown computer right. Tried reinstalling sp3. Created a new user in admin group and got same message.

Try logging off domain or workgroup and into domain of your machine. Try to shut the machine down now. I've found that the gap between local machine administrators and domain administrators can lose synchronization.<br>

The machine is a standalone classified computer, not connected to the network.
 
Two things to try: (working from memory, so bear with us)<br>
<br>
User manager. Policies User rights. Check the option for SHUT DOWN THIS SYSTEM / SERVER or similar. Make sure the correct people are in there (including domain name if applicable).<br>

Alternatively, try stopping and restarting the server service.<br>
