Cannot send email, Outlook 2003

New user, new user profile, 2 new mail profiles, 2 new pst files. Still getting this message when they attempt to send new emails:

The messaging interface has returned an unknown error. If the problem persists, restart Outlook.

The m$ knowledge base only tells you to keep your pst under 2gb, but since this is a new user that does not apply. The user can reply to emails. Outlook Safe mode does not help.

Outlook SP2 with all updates through today. 3 days of Google searches have come up empty. Eventually Outlook 2003 will communicate and store emails/address book with ACT! 2007, but I can't even get it to send an email.....

Have you tried Detect and Repair under the Help menu in Outlook?

Maybe try creating a new profile in Outlook... or even Windows user?

As I stated in my post I have already created new user profiles on the machine twice, as well as new outlook profiles twice.

Yes I have done a Detect and Repair for both Office 2003 and ACT! 9. Twice. I have also disabled all plugins and add-ons.

Post the exact error you are getting with the number if any and that should give us just about enough to help with that issue. I have seen Act! hose an email client before though.... Anyway, post the exact message and also disable the email functions in ACT! and see if email opens.. I am assuming email did work at one point right?

I will check the event log, and I have listed the exact error in my first post. There is no error number.

I was able to compose when I enable "use Microsoft Office Word to compose email", but the emails are not archived properly in ACT! 2007 when this option is enabled. Disabling ACT! address book/auto archive is not an option, it is a necessary evil in our organization.

It did work for the previous user of this machine, but does not for the new user/profile.
