Cannot see outside of local network segment when applying access lists 1

I have a custom subnet mask 255.255.240.0 and dhcp being given out on the router. I have two problems:

1. when i authorize dhcp, the clients pc dont get
dhcp from the router. instead they go to the dhcp
server and come back with an APIPA address.

2. when i apply access-lists (it does'nt matter what)
all my mapped drives disappear and i cannot see
outside of the local segment i'm in.

So i guess i have two questions how do i make dhcp server and dhcp on the router function together? and how do resolve the problem of not getting outside of my local network segment when applying access?

A1: I am not sure why you need two DHCP servers on the same network segment. The server-based DHCP server should be configured as a DHCP Relay Agent for this to work.

A2: Likely if you get everyone on the same network segment, this issue will disappear. Otherwise you will need to implement a WINS server feature, or use LMHOSTS. DNS is not sufficient by itself to show advertised shares.

should i just take out my dhcp server and just have it given out by the routers, or have both on my network.
And how would implementing WINS work when i cannot get to the segment that the servers are on. i considered creating the lmhost host file buy i do not want to have to write it for every host in my network.

On the same network segment, the only way to have both DHCP servers active is to configure the server-based DHCP server as a DHCP relay agent pointing at the router. I suspect if your preference is to do router-based DHCP that you do not need the server-based DHCP server at all.

You do not need to configure LMHOSTS if your server supports DNS and WINS.
