Cannot save changes made to a form.

I am trying to save some design changes to a linked form. I have a main database that links to a form, when I make any changes on this form I am unable to save them. I do get prompted with "do you want to save changes to the design of form X" if i select yes the prompt goes away but none of the changes are saved. Does anybody have an idea as too what is going on, better yet a possible fix. I am running Access 2003. Thanks in advace for your help with this matter.
 
By the way the database has NOT been saved as an MDE file.
 
Suggest you have the appropriate rights on the server where the form is situated.

I have already granted myself full control on the database, already an admin on the server.

I did revert the form from a backup and the problem has gone away, apparently someone made a change on the previous form and didnt want to fess up to their mistake. Yet I would still like to know what went wrong and how to resolve the issue.
