Cannot Run RMC on a domain network !!!

Hi Guys we are using Micros RMC in a domain network, where the Domain controller is located in another city,we have a problem to connect users on RMC from their clients workstations when the link with the controller is down because the users they are not authenticated any more on AD and we are getting the error below:

Could you please Help !

9 of of 10 times it is a permission issue, either local/domain/network/folder.

Actualy we are using a VPN with the DC server when this VPN is down this issue appears.

So Is There any why to keep RMC working even if the VPN is DOWN ?

When the VPN is down, you have issues connecting. Why take the VPN down? Would you not expect connections issues if the VPN is down? I don't think I understand.
