cannot ping ip from remote to host

issue is we have host, albq, and bta. all three sites communicate with pix 506. have had printer stop working at albq site, change the printer to a new ip it starts working fine, can ping old ip local (albq) ok but from host cannot ping. after changing ip it starts working but cannot reuse the old ip. then had pc at bta stop working could ping the pc local (bta) but from host could not ping old ip. change the ip on this pc and it starts working fine. We are running sco 506 enterprise. work stations are pc w/winXP
running terminal emulation software to host.
any ideas? Also getting slow down the bursts then slows down again.
 
How did you maintain IP adresses for this net of 3 hosts and PC's ? Are you using DNS or just /etc/hosts or else ? How did you change the IP address ?

 
Unable to ping the device from the SCO host (192.168.9.1), however I can ping other devices in the Albuq subnet (192.168.8.0), from the SCO host, so it’s not a routing issue.
Able to ping the device from other 192.168.9.0 (host) and 192.168.8.0 (ALBQ) devices.
Unable to ping the SCO host from the port server.
Able to ping other devices in Albuquerque and host from the port server.

It’s as if the SCO host somehow loses any knowledge of the ip address, or in some way blocks the ip address. If I change the port server to a previously unused ip address and change the configuration in drpadmin and the hosts file, everything works fine for a while. The users in Albuquerque are convinced its weather related, but I don’t think so. Why only this device?

BTA is 192.168.7.xxx

As I mentioned earlier, this has occurred at BTA and Albuq on some, but not all PC’s. Changing the ip address to a previously unused address seems to fix the issue. Neither of the remote sites are running DHCP.
