Cannot open the file connection failure with 407 Error

One of my users gets this error when he tries to use an online training site. The Website's Technical Support told him that this problem is usually related to a proxy server not allow java. We are using ISA 2000 Server.

I cannot see where I have to enable this?. Can anyone help?

If it's because of the restricted java content you should check your "Site and Content Rules" at "HTTP Content" tab. As I remember restriction came up from "Application" content group. Hope it will help.
 
Hi i've checked in Site and Content Rules, we have one rule set up in HTTP Content "All Content Groups" is selected.
