Cannot open SQL Server

I have a vb6 application that calls a CR8.5 report.
The report is set to use a DSN connection to an Access database.

My machine has Windows XP and an ODBC Access Driver version of 4.00.6019

Client has Windows 98 and ODBC Access Driver version 4.00.4403

When client runs the report they get error Cannot open sql server.

I have other clients on win 2000 and win 98 with 4.00.4403 driver that can run report. Why is original client having trouble?
 
Yes they are all using the same code and the same steps to set up the odbc connection.

I am not sure if that is the issue because they are running windows 98 so rights shouldn't be an issue?
Everyone has rights to the registry on 98 dont they?

I will have them check their version of the p2sodbc.dll though.

They have two.
the one in windows\system32 is 8.6.1.138
the one in windows\crystal is 7.0.100.28

we renamed the crystal one and rebooted
same error
