Cannot open Front Page Web

I am trying to open a Front Page Web that is based on a file system web. (not HTTP). I am getting the following error message when trying to open. I am attempting to open using Front Page Explorer (part of FP '98)

The folder "P:\web" is contained by a server-based FrontPage web. To access this web you must use the http:// url for the web server.

(There is no http:// for this. This is a file system!)
 
I've been a little confused by this question so haven't answered it but since no one else has I'll give it a shot.

Where is the web you are trying to open in FrontPage? Is it on your computer? If it is, do this: Open FP and create a new one page web with the name you want your web to have. Close FrontPage. Go to Windows Explorer and copy all the files you want in this web into the folder for the new web you just created. Now open FP again. Your web will be there.
