Cannot open file Base4.cab - trying to extract

Tried reinstalling Win 95 and now it won't load stating a device file specified in SYSTEM.INI is damaged. Shows the following vxd files are either damaged or missing: vwin32, vcond, vxdldr, vmcpd, vpicd, vrd, vxdldr. Then states Configuration Manager cannot load because one of the following files is either not present or an invalid version #: vmm.vxd, shell.vxd, vtd.vxd, vxdldr.vxd, vpicd.vxd. After a few seconds the computer actually powers off. Trying to rerun setup does not solve this problem. Tried to extract the *.vxd files from the Win 95 CD but get the error message that it cannot open file Base4.cab. Here is the commands I have tried using:
C:\WINDOWS\EXTRACT /A /E BASE4.CAB *.VXD /L C:\WINDOWS\SYSTEM\VMM32 (and I have tried this one indicating the E as the drive where the Win95 CD is located:) C:\WINDOWS\EXTRACT /A /E E:\BASE4.CAB *.VXD /L C:\WINDOWS\SYSTEM\VMM32. Any suggestions on resolving this issue will be appreciated - reformatting the hard drive is my absolute last resort.

E:\ /a win9502.cab /e *.vxd /l C:\windows\system

E is your CD ROM Drive
/a - to look in all of the cab files on the CD
/e - which file you want to extract
/l - location to place the extracted file

I have done this before but always had to get the computer to boot to a command prompt with the CD ROM working. If you boot to a floppy, it will try to write the cab file to the floppy.

I write all of the filenames down and extract them one at a time instead of using the "*" for all .???.
I have also booted to a floppy and went in the "system.ini" and remarked out the lines of the affected files and tried to boot from there. Every day above ground is a GOOD DAY!!!
 
The more I think about it, I got it backwards. It's been about a year since I've had to do that, but it may have been

E:\win95 /a win9502.cab /l *.vxd /e c:\windows\system

If you boot to command prompt with the CD working you can change directories to E:\Win95 and type "extract /?" with the quotes of course. This will tell you what all of the "/" represent and how to use them.
Every day above ground is a GOOD DAY!!!
 
Thank you very much - the Microsoft article is exactly what I needed and now I am back to being able to load Windows. The problem now is there is some form of security software installed that is not allowing me to get to the Control Panel, Device Manager, etc. It tells me to contact the system administrator (this is a donated computer from another school district). I do not have it connected to any network. When I first boot up I get a message that says if I'm not a member of this school district I should not attempt to logon - you can click OK and continue loading Windows but are restricted access to numerous programs. Any suggestions?
 
It sounds like they have created a local policy to restrict access to these items.

The easiest method to get rid of this is to use a utility called Poledit(Policy Editor) on the Windows 95 CD...I think it is in the Admin\Apptools\poledit directory.

Once you run the tool, go to the file menu and choose open registry...from there two icons will be up..one for user and the other for computer. Open up the Computer icon and select Network and then Update and remove the check mark from Remote Update...if there. Then you can close the Computer icon and open the User icon. Open each item in this group and re-enable the items you want access to.

Once complete, go to file and select save. Close the app and reboot Windows to see if you have access.
