Cannot make hyperlinks in Excel

One machine has problems making hyperlinks to other excel worksheets. We have reinstalled office on that machine but it still wont create hyperlinks. I did notice that on machines that it works on, if you link to a sheet that is in the same directory, then it doesnt put the entire path to the file, just the filename.xls. On the problem machine, it always puts the entire path to the file but never activates the hyperlink. Weird.

The following would be the normal steps:

1) copy the URL

2) In Excel, use <Control> K, or from the menu: Insert - Hyperlink.

This machine is using Office 2000, when i right click on the cell and choose hyperlink, i then choose the excel sheet i want to link to. It never actually sets up the link. I need to try the method you described above, but the computer is in use right now.
