Cannot make an outgoing call on BCM 400 rel 4.0

I have a BCM 400 Rel 4.0 with a DTM and PRI. I am unable to make any outboud calls but I am able to receive. I have set up the PRI lines in pool bloc B and assigned them route 001 with destination code 9. When I use the monitor I can see that im getting a line in the pool bloc but it goes nowhere. I have made some phone calls and someone had mentioned a sync card....I have no idea.....anyone?
 
Have you got the correct amount of active channels on your PRI to match the network provider?

Change your release reasons to detailed so that when you have these problems you can see why.
Try changing your B-channel sequence to the opposite of what it is set at. Ie if it is currently ascending then change to descending. Chances are you are set the same as the carrier which will prohibit you from grabbing an outbound channel.
 
Is there a PRI-A
Does this extension have access to PRI-B
Is the PRI in the main cabinet?

I dont know what a sync card is ...
 
On the Actual Physical Lines, is each line set for the correct pool...BlocB?

I just found the problem I had checked all the lines and pools over and over and it all looked good. Ended up being the CO wasn't sending the clocking. Thanks anyways everyone.
