Cannot Logout or Shutdown Windows 2000 Server

Domain Controller.

Any attempts to Logout, Shut Down or Restart in the standard manner are ignored. Even Ctrl-Alt-Del + "Shutdown" button is ignored.

As it is, the server will run forever with Administrator logged on.

The only way to Shut Down is a hard AC power off.

I am going nuts.

Are there any rogue processes running in the background? I'd first check task manager and see if there are any suspicious processes and end those prior to attempting the shutdown. If this works, you at the very least know what is causing your problem.
 
Just a thought, check the local security setting and see if the Local Polices>User Rights Assignments>Shut down the system - has a list of users and groups that can shut the system down. Verify your Admin/User acount is there.

Also check to amke sure no GPO is denying you to logoff.
