Cannot load *any*software

When trying to load software from a CD, the app doesn't auto run, instead I get the files on disk view. Attempting to run a .exe from here, results in the following pop up warning. Headed "16 bit windows sub system" it goes on to say. "The system file is not suitable for running MS-DOS or Microsoft Windows applications" I am running XP Pro SP1 on a P4 2.8Ghz/512RAM/200GB HDD/. Everything else is pretty much in order except that each time I boot up I get the new found hardware wizard relating to my CD RW and DVD RW. Are these problems connected?
 
Forgot to add that after the heading, is the line. "c:\windows\sys32\config.NT
 
they could be related. Everytime I have a problem with a CD that used to work or several disks that work in computer but no longer work in the computer's CD drive I have recently replaced my DVD drive which started complaining about windows subsystem. I had two CD drives in my PC and the other one worked and didnt give me that windows subsystem crap. so I replaced the drive. Im just saying it could be your drive.
