cannot install/deinstall ie 5.5 1

We use Windows 2000 and when upgrading a pc from ie 5 to ver 5.5 the upgrade was stopped in the middle. Now when attempting to start the install over there is an error message: "A previous installation was never completed. You need to restart your computer to complete the installation before running internet explorer setup. Setup will now close."
I rebooted and tried this several times, but continue to get the above message. Is there some way to complete the first install? If not, is there some way to remove it and start fresh?
