Cannot get group policy to work!!!! 1

I am running a windows 2000 advanced server with windows 98se users. I created a new OU named student and moved a user name in the OU, I then created a Policy called Student Policy and edited the policy. For some reason none of the changes are taking effect on the users computer. Does anybody know why this policy will not work?

Thanks, Do you know anyway to make it where my 98 users have to use my proxy or they don't get internet? At the school I work for we set up a proxy to keep kids from accessing stuff and they are now figuring out that all they have to do is just uncheck the box under LAN setting on their browsers.

Use Poledit.exe on the 9x machine. Create one policy, but save it twice - one as Config.pol for the 9x machines, the other as NTConfig.pol. Save both policies in your \systemroot\sysvol\sysvol\domain\scripts folder and they will be applied to your downlevel clients. You can specify the Proxy in the .pol setting.
