Cannot find the WINS Server

When I open the WINS snap-in from Administrative tools I get the following message in the right pane, "Cannot find the WINS Server".
I recently purchased a new server to replace our old ISA and WINS server. I have tried to match all settings from the old server to the new server, but WINS is not working. Both servers have internal and external NICs. Unlike the old server, the new server's WINS defaults to the external NIC which does not have file and printer sharing enabled. I beleive this is causing the WINS failure.
How do I force WINS to default to the internal NIC?
And/Or do I have other problems causing this error?

Any help would be greatly appreciated!

where is running that administrative console?
check if wins service is running.
as about interfaces... just be sure that on internal one you are using netbios over tcp/ip.

WINS is working OK! I got some assistance from my associates here.
It seems that the server was looking at the NICs in a specific order. The integrated NIC must have priority. When I switched the integrated NIC to be the internal or LAN side WINS pointed to that address and it is fine now. I didn't think the NICs would have a pecking order, but it seems they do.
