Cannot download Internet site

I am getting a message "Internet Exploer cannot download Internet site..." when trying to download a file. It tells this may be security (what security?)

Netscape works fine with the same site.

Any clues as to what is wrong?

Tested both IE 5.0 and IE 4.5 and get the same message.

If you go into 'Tools', and 'Internet Options' from the tool
bar in Internet Explorer, you will see a window that has a
few tabs on top, go to the one that says security and see
what it is set to, for this site change it to a lower level
of security so that it can be viewed, and when you are finished
change it back....

I have had a similar problem

Using IE 5.0 (need to get netscape or earlier version of ie and test it) I have been unable to download ANYTHING off the web. "save target as" causing a problem saying the file is not found/available on the server. Cannot view source of ANY web page. Saving pictures is possible but only as .bmp

Changing security levels has no effect - even at lowest levels I've had this problem
Changing permissions of my various folders has also had no effect.

Any suggestions ? Reinstalling IE 5.0 has not helped much either and i'm too lazy to reinstall Win2k (which is what i'm using).
